Resource Sharing

In today’s world it is important to investigate and utilise the resources that are best suited to the task at hand.  That is why many Councils are sharing the resources with their neighbours. Instead of each having separate resource within the Works Depot for paving, asphalt, bridges, waste and water, they are utilising each others resources or their preferred contractors that are better suited to the task.

Then why isn’t the Councils resource sharing within the different administration functions. Most Council’s have implemented a whole of Council IT environment that caters for Property, Planning, Finance, Meetings, and Records.  Each section implemented their own document and plan scanners to enable the capture of the incoming hard-copy records.  This created an enormous strain on the finances to fund the capital equipment without any regard to the alternative.

What is the alternative?  It is the utilisation of a resource that is external to the Council that has long-term experience and the necessary equipment to conduct the scanning in a timely manner.

Did you realise that the capital investment in a plan scanner would have provided at least 2-3 years of outsourced scanning and the capital investment of scanners into the Planning and Records also would have provided around 3 years worth of outsource scanning.  Imagine the labour cost savings and training requirements to maintain the scanner operators at a high level of knowledge.
